This is the fundamental problem with the Angels.

Arte Moreno is not a cheap owner in comparison to other owners across the league. Last year, in a losing season in which we only won 73 games, Arte Moreno, for the first time, went over the luxury tax in order to acquire Randal Grichuk, C.J. Cron, Lucas Giolito, and Reynaldo Lopez. Arte Moreno is willing to dish out money is free agency. This is undoubtedly a good thing. The Angels free-agency record is not nearly as bad as people make it out to be. Anthony Rendon’s contract is not single-handedly making this team bad. But the Angels, as they are now, will never be good. This is due to the simple fact that in terms of player development and well-being, we are way behind the competition. Over the past ten years, the Angels have never had a top-10 farm system. This is not because of terrible drafting. This is because, while the Angles spend at the major-league level, they refuse to spend at all in minor-league player development. The Angels have two options: Either spend useless money on overpaid players, or not spend money at all. I think that the only way this teams improves is with an owner that actually cares about internal improvement that isn’t just paying a Cody Beliinger or Tony Snell type hundreds of millions of dollars a year.

TLDR: The Angels need to put money into the farm system, until then, we’ll suck.
